Higher Education Evaluation Board

The Higher Education Evaluation Board is a collective professional body that:

  • monitors the activities of higher education institutions that have been granted accreditation and a decision authorising commencement of operation;
  • monitors and assesses the quality of higher education activities and the scientific research, artistic and professional work of the academic staff of higher education institutions, with particular focus on their study programmes (in accordance with the accepted standards and procedures of the guidelines applied by the European Association for Quality Assurance in Higher Education);
  • and performs other duties determined by the Law on Higher Education (Official Gazette of the Republic of Macedonia No. 82/2018).

The Evaluation Board consists of fifteen members, as follows:

  • six members from among professors employed at universities in the Republic of Macedonia, elected by secret ballot by the Inter-University Conference,
  • six members appointed by the Government of the Republic of Macedonia from among professors employed at public universities in the Republic of Macedonia,
  • one member appointed by the most representative employers’ organisation,
  • one member appointed by the Macedonian Academy of Sciences and Arts,
  • one student member elected by the Inter-University Conference.

Among the members of the Evaluation Board elected by the Inter-University Conference, there must be at least one professor from each of the six first-level scientific research fields under the International Frascati Classification (natural sciences and mathematics; engineering and technology; medical and health sciences; agricultural and veterinary sciences; social sciences; and humanities).

Members of the Evaluation Board may not be persons elected as rector or vice-rector of a university, dean or vice-dean of a faculty, director of a higher vocational school, director of a scientific institution conducting higher education activities, a member of the National Council, or a member of the Accreditation Board.

Members of the Evaluation Board are elected or appointed for a four-year term, without the right to re-election.

By exception to the preceding provision, the student member of the Evaluation Board is elected for a two-year term, without the right to re-election.

The Evaluation Board submits a six-month report on its work to the Ministry of Education and Science and to the National Council.
